County Manager Toby Harris is appointed by the Board of Commissioners and serves as the County’s chief executive officer. He supervises all County staff, implements policies set by the Board of Commissioners or mandated by the State, and collaborates with other community agencies to provide services to citizens. The Board of Commissioners deals with the County Manager on all matters relating to County government administration.

The County Manager guides and directs the day-to-day operations of County government under the authority of the Board of Commissioners and has ultimate responsibility for all phases of local government. The County Manager is responsible for recommending policies and implementing programs for the Board of Commissioners, and for ensuring compliance with federal, state and local laws

Each year, the County Manager and staff prepare the County’s proposed annual budget and proposed tax rates.
